California Driver's License & Permit Rules

Before you can legally drive in California, you need to understand the licensing process — from your first instruction permit through getting a full Class C license. This guide covers everything tested on the California DMV knowledge exam.

Classes of Driver's Licenses

Most California drivers need a Class C license, which covers noncommercial vehicles with a GVWR under 26,001 lbs, as well as vehicles designed to carry fewer than 10 passengers. Class A covers combination vehicles and Class B covers single vehicles over 26,001 lbs. A motorcycle endorsement (M1 or M2) is required to operate motorcycles.

Instruction Permits for Minors

If you're under 18, you must be at least 15½ to apply for an instruction permit. A parent or guardian must sign your application and accept financial responsibility. Before you can use the permit, you must start behind-the-wheel training with a licensed instructor who validates the permit. You must then hold it for at least 6 months and complete 50 hours of supervised driving — including 10 hours at night — before scheduling your drive test.

Provisional License Restrictions

Once a minor passes the drive test, they receive a provisional license. For the first 12 months, they may not drive between 11 p.m. and 5 a.m., and may not transport passengers under 20 years old without a licensed driver who is at least 25 in the front seat. Exceptions exist for medical necessity (with a signed physician's note), school or employment activities, and family emergencies.

Address Changes & License Renewal

You must notify the DMV of any address change within 10 days. Driving with an expired license is illegal. If you're out of state when your license expires, you may request a one-year extension. Starting May 2025, you'll need a REAL ID-compliant license or ID to board domestic flights and access certain federal facilities.
